Career Experiences:

Began working in 1981 in Natural Gas Industry with United Gas Pipeline Company, Houston Texas (Subsidiary of United Energy Resources) in Bay Minette, AL. Employed by United Gas or subsequent owners through 1998.

During period from 1981 thru 1992, my responsibilities while at the pipeline included Pipeline operations & maintenance, Compressor operations & maintenance, Corrosion, Construction and all aspects of pipeline field operations.

Accomplishments:

· Completed 2 year Electronics Course

· Received Award from President of United Gas Pipeline for Cost Savings recommendations.

 Many construction & maintenance projects completed successfully on pipeline & compression facilities.

During period from 1992 thru 1998, my responsibilities included Management of  area around Lake Charles, LA including approx 1100 miles of interstate pipeline both onshore and offshore LA, 22 off-shore platforms, & Compressor Station. This included all responsibilities of field operations such as safety, employee training, supervision, project management,  measurement, pipeline, corrosion, communications, data acquisition, system efficiency (gas loss), hiring team, employee incentive plans, employee improvement plans, budgeting, compliance, public awareness and all other tasks associated with managing & operating an interstate pipeline system.

Accomplishments:

· No lost time injuries during my service in leadership role.

· Implemented new management structure for Lake Charles Area

·  Developed Marketing Plan for Lake Charles in association with Houston Marketing Rep

·  To take advantage of Price Advantages, Constructed an Automated Compressor Station within 30 days to move South Texas gas across Sabine River into Louisiana.

Operational Area of responsibility experienced zero gas loss

In 1998 I accepted a position with Kirkland Energy Services in Hassi Massaoud, & Tiffernine Algeria. While there my responsibilities included: Develop Operating & Maintenance Manuals for field production facilities, Commissioning & Start up of New Production Facilities & Training Operations Staff to operate and maintain production facilities, serving as Asst. Field Project Manager. While with KES I started a Measurement services company (Kirkland Measurement Services), with a former associate from United Gas/Koch to develop business on the downstream side of Natural Gas & Oil pipelines, to assist them in ensuring that the volumes delivered to the end users were verified and systems in place to protect customers from meter & accounting errors.

Accomplishments:

· Began new business from startup – Kirkland Measurement Services

Completed projects under extreme environmental & political conditions with no injuries and at a profit.

Beginning in 2000-2001, Created Start Up Company for Gas Accounting, Energy Consulting & Management – Kel-Ar Energy Consulting, L.L.C. Services which has continued to grow every year. Kel-Ar Energy Consulting, LLC (KEC), offers a full range of services which include: Rate/Cost of Service Studies, Measurement Auditing, Energy Accounting, Energy Auditing, Energy Improvement, Business Improvement, Pipeline Acquisition Due Diligence, Scheduling, Data Acquisition, Daily System Balancing (Gas Loss Tracking), Consulting on Gas Supply Opportunities, O & M Services, & Computer/Software System(s) Consulting. KEC is also a licensed reseller of Caselle® Billing/Accounting Software which has allowed us to assist customers in improving their accounting systems & procedures to ensure optimization of distribution services including water, sewer, gas & electric. KEC also has set up and continues to maintain customer Computer networks around the south for those customers who need the service but cannot afford a full time network administrator.

Accomplishments:

· Start up Business created from inception originally to provide customers downstream from Interstate pipelines protection from errors in billing/accounting and measurement. Business has grown every year.

· Improved Gas Loss on Numerous Systems such as Clarke-Mobile Counties Gas District (>$1M/Yr. Since 2002), Wilcox County Gas District, and many municipally owned systems in Louisiana.

· Performed Audit of Gas Deliveries for Town of Glenmora, LA which resulted in volume correction for city of approximately one years gas supply. Have gotten refunds for other cities as well due to errors in pipeline measurement and/or accounting.

· Developed system to track daily gas loss/gain for CMC Gas & WCG Districts, improving their ability to cut costs.

· Identified need for municipal systems to improve billing practices & reporting capabilities to ensure accurate customer billing, identify dead or slow meters and found solution in Caselle® Billing/Accounting Software, entered into agreements to bring software into Louisiana and back into Alabama. This has allowed us to improve customer’s ability to identify gas loss through poor accounting methods.

· Developed low cost solution for small gas systems to track and compare volumes delivered to their systems by Inter/Intrastate Pipelines through KEC by small monthly service fees which are affordable to their limited budgets.

 Developed rate systems for municipally owned gas/electric systems to reduce need for city councils, gas system boards to adjust rates to maintain revenue requirements.

Personal:

Born in Mobile, AL January 5th, 1962 to Marcus King Arnold of Walnut Grove, Al and Mary B. Sneyers Arnold of Weehauken, N.J.; both served in WWII and are now deceased.

 

Married for 27 years to Tamara J. Arnold (formerly Savell), two sons; Brandon 24, a Computer Engineer living in Harahan, LA & Brent 22, who is married and living near Lake Charles, LA; one grandson, Brady 2 yrs old.

 

Interests include sports, music - both playing and listening, electronics, supporting community service groups such as The Refuge (Homeless shelter for Vietnam Vets), New Life Counseling (Crisis Pregnancy Support), & various missionaries
